U.S. says no way on Tokunoshima

A city government in Hyogo Prefecture has rejected a resident's application to obtain newly instituted benefits designed to aid families with children after the man, a South Korean national, attempted to apply for 554 children who he said were adopted in Thailand, a city official told Kyodo News Saturday. The Health, Labor and Welfare Ministry issued earlier this month a notice detailing some conditions for children residing abroad and others to be eligible for the benefit such as being in the same household and individually approved by the local municipal government. Japan bomb squad tests suspicious package sent to PM

A Japanese police bomb squad was Friday investigating a mail package containing wires and batteries sent to Prime Minister Yukio Hatoyama's office, but found no explosives, media reports said. The Asahi TV network said investigators believed the security scare may have been "an evil-natured prank". No immediate confirmation was available from the premier's office or police. The incident came as Hatoyama is struggling to boost his sagging ratings ahead of upper house elections due in July. (AFP)

Piracy rattles Japan to open first foreign military base

Japan is opening its first overseas army base in Djibouti, a small African state strategically located at the southern end of the Red Sea on the Gulf of Aden, to counter rising piracy in the region. The 40-million-dollar base expected to be completed by early next year will strengthen international efforts to curb hijackings and vessel attacks by hordes of gunmen from the lawless Somalia. The Djibouti base breaks new ground for Japan, which has had no standing army since World War II and cannot wage war. It however has armed forces -- the Japan Self-Defence Forces -- which were formed at the end of US occupation in 1952. (AFP)


IWC proposes allowing Japan to hunt 120 whales a year in costal waters

The chairman of the International Whaling Commission on Thursday proposed allowing Japan to hunt 120 minke whales a year in Japanese coastal waters for 10 years. The proposal also calls for cutting Japan's annual catch quota of minke whales in the Antarctic Ocean to 400 over the next five years, and gradually reducing the quota to 200 over the subsequent five years. The IWC seeks to obtain approval for the proposal at its annual meeting in Morocco in June. (AP)

U.S. says no way on Tokunoshima

The United States has rejected the idea of relocating the U.S. Futenma base to Tokunoshima Island, a contentious site favored by the administration of Prime Minister Yukio Hatoyama, because it is too far from Okinawa-based marine units, a government source said Thursday. Hatoyama has suggested his government will pursue the relocation of the air station to the Kagoshima Prefecture island about 200 km to the northeast, but Defense Minister Toshimi Kitazawa said Thursday it appears resolving the issue by the end of May as promised is "extremely difficult." (Japan Times)

Lone suspect apparently involved in poisoned dumpling cases

Officials of Chinese police authorities have told their Japanese counterparts that a Chinese man arrested recently was apparently the lone suspect in all three pesticide-tainted dumpling cases that made 10 people in Japan ill, Japanese police sources said Thursday. Lu Yueting, a 35-year-old former temporary employee at Tianyang Food Plant in northern China's Heibei Province, is suspected of injecting methamidophos with a syringe into the frozen dumplings, which were later exported to Japan. (AP)
