 The November agreement by five ministers pledging to provide a guarantee for bridge loans to Japan Airlines was virtually scrapped when Finance Minister Hirohisa Fujii said Tuesday the government would suspend envisaged budget allocations for that purpose in the fiscal 2010 budget. Deputy Prime Minister Naoto Kan, Land, Infrastructure, Transport and Tourism Minister Seiji Maehara, Fujii and two other ministers agreed in early November that the government would allocate money in the budget to guarantee funding for JAL.

 LDH Corp., the Internet company that paid ¥30.6 billion in dividends this year to Morgan Stanley and other investors, plans to sell its Livedoor Co. Web portal unit, sources said. LDH plans to hire Citigroup Inc. to advise on the sale of Livedoor, including its blog and online matchmaking sites, according to the sources, who requested anonymity because the talks are private. The company will begin an auction for Livedoor as early as next month, they said.

 The government's tax panel decided Tuesday to raise the current tobacco tax by 3.5 yen per cigarette starting next Oct. 1. With rises in sales prices and consumption tax to be associated with the hike, a pack of 20 cigarettes will cost around 100 yen -- or 5 yen per cigarette -- higher than now in Japan, members of the panel said.
Dec 22 Exxon finalises Japan deal for PNG gas project (AFP)
 Energy giant Exxon Mobil Tuesday said it had finalised an agreement to supply Japan's Osaka Gas from its 15 billion US dollar liquefied natural gas project (LNG) in Papua New Guinea. United States-based Exxon said the contract was for the supply of about 1.5 million metric tonnes of LNG a year from the development for 20 years, bringing the conditionally approved project closer to realisation.

 The government will not provide a guarantee on loans and other funding to Japan Airlines Corp., Finance Minister Hirohisa Fujii said Tuesday. The government was considering providing such financial assistance to the struggling airline in the second extra budget of this fiscal year or in the budget starting in April.

 Japan, the world's second-largest economy, may have found a way to reduce its almost total dependence on other countries for the oil that drives the industries on which the country's wealth is built. Betting that Japan can extract and commercially exploit methane hydrate, the hoped-for alternative to oil, investors last week drove up the price of Japan Drilling, a company established in 1968 but only this month raising money by selling shares to the public. Japan Drilling won the attention of market players because it is involved in the niche field of researching and developing methane hydrate.

 Lawson Inc, Japan's second-largest convenience store chain, said on Monday it aims to boost its store numbers in China by 10 times in five to 10 years as it seeks growth outside its saturated home market. Lawson and its rivals are planning to speed their expansion in China and other Asian markets as they face weak growth prospects at home, where more than 40,000 convenience stores are vying for survival as the population ages. Lawson has about 9,600 stores in Japan.

 The estimated number of foreign travelers to Japan in November rose 2.1 percent from a year earlier to 565,000, marking the first upturn in 16 months, the Japan National Tourism Organization said Monday. The increase is attributable to greater numbers of travelers from South Korea and China, according to the organization.
Dec 21 COP15 'failure' a reprieve for business sector (Asahi)
 The Japanese business sector received a reprieve with the failure of the climate-change conference in Copenhagen to establish legally binding reduction targets for greenhouse gas emissions. Business leaders will likely use the time before the next round of international negotiations to lobby the government of Prime Minister Yukio Hatoyama to reduce the announced objective of cutting emissions by 25 percent from 1990 levels by 2020.
