Tatsuya Ichihashi, the prime suspect in the 2007 murder of British woman Lindsay Hawker, has admitted she had died at his apartment, investigative sources said Tuesday. Ishihashi, 30, has begun to speak about the death of 22-year-old Hawker, said the sources. He had continued to remain silent about the case since his arrest in November. (AP)
Suicides behind most train delays in Tokyo area

Suicides were responsible for more than half the 40,600 train service suspensions or delays across the Tokyo metropolitan area in fiscal 2008, with 307 people taking their own lives, according to a transport ministry survey. A rail expert said dealing with the aftermath of a person's death on the rails tends to result in delays to many trains because it takes longer to deal with than problems such as mechanical faults. Japan to raise tobacco tax by 3.5 yen per cigarette next Oct.

The government's tax panel decided Tuesday to raise the current tobacco tax by 3.5 yen per cigarette starting next Oct. 1. With rises in sales prices and consumption tax to be associated with the hike, a pack of 20 cigarettes will cost around 100 yen -- or 5 yen per cigarette -- higher than now in Japan, members of the panel said. Japan to keep 25% emission cut goal: industry minister

Japan will stick to its greenhouse gas emission goal, industry minister Masayuki Naoshima said Tuesday, referring to the aim of a 25 percent reduction from 1990 levels by 2020. The comment came after a key U.N. climate change conference failed last weekend to adopt a practical agreement to fight global warming. Developed economies are supposed to specify details of planned cuts by the end of January as the United Nations is to proceed with more talks for a legally binding global treaty. (AP)
Gov't adopts action plan against human trafficking

The government on Tuesday adopted an action plan to prevent human trafficking and also decided to set up a working team to tackle child pornography. Defining human trafficking as a serious violation of human rights and noting the growing sophistication of smuggling victimizing foreign nationals, the government will take such steps as strengthening immigration controls, according to the action plan.
