BEIJING, May 7—China insisted Thursday its nuclear policy and strategy are "very transparent," just days after Japanese Prime Minister Taro Aso appeared to portray China's modernization of its nuclear arsenal as a threat.
"We do not know what exact purpose the Japanese leader intended to achieve by referring to China's nuclear issue under the current circumstances," Foreign Ministry spokesman Ma Zhaoxu told a regular press briefing.

Teenage Osaka girl tests negative for new flu strain

OSAKA, May 7 (AP)-(Kyodo)—A teenage girl from Osaka who recently returned to Japan from Canada tested negative for a new influenza strain that is feared to be developing into a global pandemic, the city government said Thursday.
The girl had contracted type-A Hong Kong flu, Osaka city officials said. She had a fever as high as 39.7 C and tested positive for influenza A.
A detailed test was conducted to determine whether she was infected with the H1N1 subtype of influenza A, which is quickly spreading around the globe.

Nikkei rises 4.6%, ends at 6-month high near 9,400 on U.S. bank hopes

TOKYO, May 7 (AP)-(Kyodo)—Japan's key Nikkei index soared 4.6 percent to a six-month closing high of nearly 9,400 as trading resumed after a three-day holiday, as optimism for an economic recovery was lifted by easing concerns over U.S. financial health and waning fears of a new influenza pandemic.
The 225-issue Nikkei Stock Average gained 408.33 points, or 4.55 percent, from Friday to 9,385.70, marking a new closing high since Nov. 5 when it logged 9,521.24.

Japanese city to fine monkey feeders

OSAKA, Japan, May 6 (UPI) -- Individuals in the Japanese city of Osaka who feed the city's macaque monkey population may face fines of up to $101, authorities say.
The Yomiuri Shimbun said Wednesday the Minoo municipal government is attempting to implement a ban on feeding the Japanese macaques in an attempt to control the excessive growth of the monkey species population in Osaka.
